Thirty Hours Classroom Training
If you are looking to get a driver’s license in Minnesota, you must first obtain a learner’s permit. To do so, you’ll need to complete 30 hours of classroom instruction required by law. Frazee-Vergas Community Education offers families the option of an online course or an in-person class. Both options teach the principles of road awareness and safety for prospective first-time drivers. Students must be 14 years of age and older. Upon successful completion of a class/course, students will receive a blue card. For students who complete the training before 15 years of age, their blue card will be issued closer to their fifteenth birthday.
What does it cost: The online course fee and in-person class fee are $100 for students enrolled at FHS and $115 for those in the Frazee-Vergas School District. For students who are not in the Frazee-Vergas School District, the fee is $125. These fees are for the online and in-person options, and include the blue card when completed. The blue card is the document needed showing completion of said training and is required to obtain a permit in Minnesota. Your online course fee and in-person class fee for the driver's education training does not include behind-the-wheel. (Please note: part of this fee is a deposit towards behind-the-wheel and is non-refundable.) The remaining $200 for behind-the-wheel is due when making the final payment to add your child to the list for driving. See the behind-the-wheel section for more information.
Fully Online Option
The Frazee-Vergas Community Education is happy to be working with the A+ Driving School. A+ Driving School has designed their own fully online course with the Minnesota student in mind. Their program is approved by the Minnesota Department of Public Safety and utilizes proven teaching methods that keep the student engaged throughout the learning process.
This online course option allows families to start the course anytime and take the course at their own pace up to 3 hours per day. They are available on-demand and entertaining videos and interaction. There is minimal reading for students and closed captioning is available. A+ Driving School has a study guide provided and families can print this out at home for their use if desired. There are “hands-on” activities that will help your child reinforce information and also get parents involved. A+ Driving School has set up 24/7 instructor support to assist you with any questions. Once your account has been set up with A+ Driving School, your child will have 6 months to complete the course.
How it works: Families register with the Frazee-Vergas Community Education. Upon payment of the online course, you will receive an immediate email confirmation from the Frazee-Vergas Community Education with the link to start your online course AND a code to enter that proves payment has been made and you can begin your online course. (IMPORTANT NOTICE: Families must register/pay through the Frazee-Vergas website directly and NOT A+ Driving School. In-Person Option
How it works: The Frazee-Vergas Community Education offers limited in-person classes. Families will be notified of any upcoming classes through School Messenger and in the FHS daily announcements. Families register with the Frazee-Vergas Community Education. If a class is canceled due to lack of enrollment, said registration fee can be applied towards the online course.

Need a Blue Card?
Purchasing a blue card applies only to those families who did not register and pay for the classroom training directly through Frazee-Vergas Community Education. If your child completed the 30 hours driving training in another community or an approved online organization, families can complete the behind-the-wheel with that entity. We know that option doesn’t work for everyone. If your family wishes to receive the behind-the-wheel locally with us, you can purchase a blue card from the Frazee-Vergas Community Education. A copy of the Letter of Completion needs be sent to: kkivi-lex@frazee.k12.mn.us indicating the training has successfully been completed. (Again, if you registered and paid for the online course or in-person class through the Frazee-Vergas website, you do not need to purchase a blue card. Purchasing a blue card applies only to those families who did not register and pay for the classroom training directly through Frazee-Vergas Community Education.)

Point of Impact Parent Workshop
As part of the Graduated Driver Licensing (GDL) law, parents will now play an even larger role in their child's development as a driver. The Minnesota Department of Public Safety adopted changes in the GDL, which include 40 hours behind the wheel (25 daytime hours and 15 night hours) for teens, a required supervised driving log available on the District's website, and a parent awareness class. The parent awareness class gives parents new tools to help their children become better drivers. Parents have the option to attend a Point of Impact Parent Workshop if enrolled in taking the online course or in-person class through F-V Community Education or if the student attends FHS. If the parent/guardian chooses to not attend a parent class, the teen driver must complete an additional 10 hours of supervised driving time with an adult totaling 50 hours. Free of charge. Supervised Driving Log provided for parent’s reference.

Six Hours Behind-the-Wheel Training
Behind-the-wheel training is available for anyone who currently holds a valid permit in the state of Minnesota. Individuals must have their permit six months prior to getting their license if 19 years and younger. Students will receive behind-the-wheel once registered (closer to the time of his/her sixteenth birthday) or closer to the six-month waiting period is near completion, whichever is further out, with an exception for those obtaining a farm permit.
Please register for behind-the-wheel at least four to six months before your scheduled license test to ensure the behind-the-wheel is done in a timely manner. Driving instruction is a private lesson with only one student in the vehicle. Once your child is registered (you will receive an email confirmation) and our instructors will contact you to schedule a time that works for driving when it is your child's time to drive. Typically, it is closer to their 16th birthday. Instructors WILL reach out to the parent when it is time to schedule driving. Students will drive one-on-one with an instructor in the car for three 2-hour sessions. Instructors drive with students during the week and on weekends. Times vary throughout the day and evening. Please do not register for behind-the-wheel until you receive your hard copy of the learner permit as you will need to include your permit number. The fee is $200 for students enrolled at FHS. There is an additional fee for students not currently enrolled at FHS. Upon successful completion of the six hours of behind-the-wheel training, your child will be issued a white card.

Parents' role in developing safe teen drivers is crucial. Parents need to train their child on a variety of road types and different conditions (nighttime, rain, snow). The more supervised experience, the safer the teen driver. Continue to monitor and train your teen during the period of greatest crash risk — the first six to 12 months after licensure. To minimize the risks of crashes, injuries, and death, talk with your teen and establish clear and reasonable driving rules that favor safety over convenience. Driving on the highway does not give the students the practice they need. They need interaction with other drivers to learn right of way, left and right-hand turns, etc. The majority of their practice driving should be in town.

Minnesotans need to book appointments for the written and road tests online at https://dps.mn.gov/divisions/dvs. We suggest you plan ahead and schedule your exam ahead of time to ensure you get it in a timely manner and meet the requirements set in place. Please be prepared. Bring the required documents. Know your social security number. Bring a check, cash, or money order to pay the instruction permit fee and the retesting fee, if applicable.
Here is a checklist of all the information needed for the knowledge test:
- Class D knowledge test appointment
- Completed the online pre-application at https://dps.mn.gov/divisions/dvs, no more than 30 days before my appointment
- Certificate of Enrollment (“Blue Card”) proving that the classroom instruction has been completed
- Required identification (see Minnesota Driver's Manual)
- Social Security number
- Money (check, money order, or cash) to pay the instruction permit fee and the retesting fee, if applicable. Credit and debit cards are not accepted.
- A Parent, court-appointed guardian, county-appointed foster parent, or the director of the transitional living program residing in will sign and approve the application.
